While most of the DPDK headers are rte-prefixed, not all are, and in
particular it really has no business of putting directories such as
"common" and "general" directly into /usr/include.
Its better to put them into a dpdk-specific directory, say,
$(DESTDIR)/usr/include/dpdk also requested here:
