[dpdk-dev] [PATCH] mk: fix install-doc without html

When trying to install PDF, man pages or examples without having built
neither HTML API nor HTML guides, there was an error:
% make install-doc
tar: html: Cannot stat: No such file or directory
The fix is to check the html directory before installing HTML files.
