* Remove redundant 'flags' API description from
  - __mempool_generic_put
  - __mempool_generic_get
  - rte_mempool_generic_put
  - rte_mempool_generic_get

* Remove unused 'flags' argument from
  - rte_mempool_generic_put
  - rte_mempool_generic_get
