[dpdk-dev] [PATCH v3 1/2] ethdev: move log macro to header

Macro moved to header to be able to convert logging usage in header.
And since it has been moved to public header changed naming and added
RTE prefix, ethdev_log -> RTE_ETHDEV_LOG
