[dpdk-dev] [PATCH] ethdev: remove unused DEFERRED device state

[Ferruh Yigit]

DEFERRED state replaced by ownership concept and it is no more used as
code comment states.

ethdev ABI broken on this release use this opportunity to remove
DEFERRED state.
