[dpdk-dev] [PATCH v3] net/ixgbe: Restore vlan filter/extend for ixgbevf

[David Harton]

ixgbevf vlan strip and extend capabilities were removed when
migrating to the bit flags implementation.

Restoring the capbility to enable these offloads at
configuration time.
