Add IOMMU detection logic for PowerVM LPARs.

PowerNV $ cat /proc/cpuinfo
...
timebase     : 512000000
platform     : PowerNV

PowerVM LPAR $ cat /proc/cpuinfo
...
timebase     : 512000000
platform     : pSeries
model        : IBM,9009-22A
