[Liu, Mingxia] In cpfl_rx_hairpin_queue_setup(), "logic_qid" is used to identify if it is the first time to allocate "p2p_rx_bufq" buffer, 
Can it be unified, using logic_qid == 0 or p2p_tx_complq/ p2p_rx_bufq == NULL ?
