[dts] [PATCH V2][pmd_stacked_bonded]: upload test plan and automation script

 pmd stacked bonded automation script 
 

v2: 
 - move the same methods as pmd_bonded_8023ad suite in bonding.py. 
 - refactor packet traffic method. 
 - remove debug methods. 
 - remove un-used parameters. 
 - fix typo issue.
