[dts] ixiaPing.tcl and ixiaDCB.tcl modules

They  are under dts\dep\tclclient.tgz. After you decompress it,  ixTcl1.0\ixiaDCB.tcl.

All ixia relevant tcl source code are in the package, dts only use several modules.
