[dts] [PATCH V3] checksum_offload/l4_tx:remove check sctp test step

[Zhimin Huang]

cause root commit is b2a9e4a8,it affects the tx sctp checksum.
but customers only require UDP and TCP,so remove check sctp checksum test step.
