[dts] Expected behavior of vf tests running without VMs?

Hello everyone,

As part of the community lab's efforts to keep our DTS installations up to
date, we recently began rolling out updates to a few machines. While doing
this, I noticed that the stats check test suite does not skip
"test_xstats_check_vf" when no virtual machines are present. I couldn't
find where the expected behavior in this situation is documented. However,
most of the "vf" tests are separated into their own test suites. I am
unsure whether this is convention was put in place to avoid the kinds of
errors I am seeing. If there is no such expected behavior, I propose that
such tests be skipped if no virtual machines are configured.

Due to the core nature of this test suite, we would prefer to avoid
disabling it. Attached is the log for the test case.
