[DTS][PATCH V1 1/2] test_plans/ice_dcf_data_path: update test plan to support port representor action from deprecated vf action

A new API is introduced to replace the VF actions in DPDK 22.11. To support This
 new API, several modifications are made.

In this commit, rule is modified for the old API being deprecated, changing to the new API. Ports
 id are modified corresponding to the port representors and modified API.
