[dts][PATCH V1] tests/ipv4_reassembly: add check for tester port status

[Dukai Yuan]

When using the ifconfig command to change the mtu value of the network card, 
the state of the network card may change from up to down.
Add the step of checking the status of the network card to ensure that the status of the network card is up.
