[PATCH v1] framework: increase the timeout for compiling DPDK with meson

As more changes have been merged into DPDK the compilation time has
slowly inreased and, on some testbeds, the currently configured timeout is
not long enough. This patch increases the timeout by 15 minutes which
should be enough time for the foreseeable future.
