[spp] [PATCH 01/15] docs: add rst docs

Hi, Ferruh
I completed to migrate markdown documents to RST and prepare patches.
Could you merge this 15 patches, then next patches I will send after
this mail. This update includes spp_vf documentation sent from Hiroyuki.
