[dpdk-stable] please help backporting some patches to LTS release 16.11.2

Hi,
Some commits are still not backported, thus they will miss 16.11.2. But
I'd still like to ask you guys to do backport (when you have time), so
that I could pick them in the next release (16.11.3).
