[dpdk-stable] 18.08 stable backports

Hi,

The last of the large series of backports for 18.08 stable has been sent
out. From here on it should just be a few patches.

Please reply to any of your backports if they are not appropriate for
18.08.1 or the rebase was incorrect.

I've put all the tentative backports in a *temporary* branch called
"18.08.temp" on my github to allow in tree reviewing if required:
