Mlx5 PMD and testpmd patches are not coupled.
The PMD patch fixes a bug in tunnel offload implementation and
the testpmd patch emphasizes general usage of the tunnel offload API.
The testpmd patch is not at fix - the current code works fine.
I'll remove the testpmd patch in v3.
