[PATCH v1] net/ice/base: fix symm RSS hash not valid for inner IPv4/6

Inner IPv4 and IPv6 symmetric RSS hash is not valid for raw pattern.
This patch fixes the issue by adding the corresponding protocol ID
for inner IPv4/6.
