[dpdk-users] [ovs+dpdk] [i40e] i40e PMD driver randomly fails init

This turned out to be a bug in the 4.61 HP Firmware that we have since
upgraded to 5.60. (These are HP numbers). Anyone else seeing this issues
should pick up the latest X710 drivers from HP.
