1. Get and build the latest code (19.11-rc3),
c143928d8977f9d118078a0e6545d9058bbdbe52 

2. Add the MLX5 compile option
3. Run testpmd app
the Mellanox port can't be probed.

But the version: 19.11-rc2 works file.
