Windows build of DPDK with meson versions other than 0.57 is not currently supported. As documented here: https://doc.dpdk.org/guides/windows_gsg/build_dpdk.html#install-the-build-system It would be nice to diagnose and work with the meson project to resolve the issues but I have insufficient time to prioritize the work.
