when ovs using tso, setting RTE_MBUF_F_TX_TCP_SEG and RTE_MBUF_F_TX_TCP_CKSUM meantime result in tso fail.

Please help to confirm that we can't set both at the same time?

please offer the reproduce steps with standard DPDK API like testpmd, l3fwd and other examples.
In this way, we can reproduce and analyze the issue as soon as possible.
Give detailed environmental information.
